• TOEFL or IELTS score requirements are listed on most School of Education graduate program pages. Please submit TOEFL scores to the Syracuse University Institution code 2823, and mail IELTS scores to:

Qualifying Programs for International Students

• Selected Master’s Degree Programs: Because of teacher certification requirements, students who are not from the U.S. and/or did not receive their undergraduate degree in the U.S. are not eligible for some of our teacher preparation master’s degree programs. Eligible programs are:
  • Clinical Mental Health Counseling, M.S.
  • Cultural Foundations of Education, M.S.
  • Higher Education, M.S.
  • Instructional Design, Development and Evaluation, M.S.
  • School Counseling P-12, M.S.
  • Teaching and Curriculum, M.S.
