Foley’s extensive background in instructional technology includes serving as learning technology liaison for the University of Wisconsin system and as a lecturer at the University of Wisconsin-Madison Department of Curriculum and Instruction. He also has held teaching positions at the University of Alabama, North Carolina State University, and at the American School of Asunción, Paraguay.

Foley has a B.S. degree in secondary English education and an M.S. degree in curriculum and instructional technology, both from Oklahoma State University, Stillwater, OK. His Ph.D. degree in curriculum and instruction is from the University of Wisconsin-Madison. In addition to his teaching background, Foley also has broad experience in educational technology evaluation and development, including curriculum and Web site development. His writing has appeared in the International Journal of Instruction Media, Equity & Excellence in Education, and the Journal of Educational Technology Research and Development. He also has contributed to a number of books and textbooks on instructional technology.
